[2] Capacity at some receipt and delivery points may
require QPC to purchase capacity on Questar Overthrust Pipeline, which will
increase the rate for those deliveries above the maximum tariff rate.
The OT* - Questar Overthrust Pipeline designation on the Long- term unsold - map point listing report indicates what
available capacity will require the purchase of Overthrust capacity.
Shippers shall be responsible for paying the purchased capacity costs in
addition to Questar Pipeline’s maximum T-1 transportation rate. Bids
for that capacity must include any reservation fees associated with these
third party charges. If the total reservation charge exceeds Questar’s
maximum reservation rate, the Shipper’s bid must also include language that reflects
they are willing to pay a negotiated rate. Contact your marketing
representative for any additional charges that would be necessary.
The current incremental monthly reservation charge for capacity that requires
Questar Overthrust Pipeline Company is $1.06458 per Dth. Contractual
agreements that incur the additional backhaul charge above maximum rate will
be filed with the Federal Energy Regulatory Commission with a negotiated rate
prior to gas flowing.

The Long- term unsold – map point listing report shows all
long-term unsold firm capacity at specific receipt and delivery points, with
dates that the capacity is available. The report allows shippers to
query the system to determine available capacity at specific receipt and
delivery points.
The Map
of long- term unsold capacity report is a flow diagram showing unsold
firm capacity that is available for the upcoming 12 month period. To
determine unsold capacity for terms of less than one year, please consult the
Long- term unsold – map point listing report described above
or contact your Questar Pipeline marketing representative.
Questar Pipeline’s maximum Monthly Reservation Charge is $5.28804 per Dth.
Questar may agree, through acceptance in its contracting system, to allow
a variety of discounts between its maximum and minimum rates under any rate
schedule in its tariff without undue discrimination. Such discounts may be in
addition to a base discount and will not be considered a material deviation
from Questar's forms of service agreements when Questar and Shipper agree
that a discount applies.
Bid information: Questar Pipeline
Company will not accept bids for winter season capacity (i.e., November
through March) for terms exceeding one year. Partial-month bids for long
term capacity will not be considered during the bidding process. Bids
must have contract start dates of the first day of the month and contract end
dates of the last day of any month. Questar will accept bids that
include an evergreen clause.
discount information: Requests to amend existing
transportation service agreements must be submitted through QuestLine during
or before the bid period for unsold capacity described in Questar Pipeline
Company’s FERC Gas Tariff Volume No. 1, Section 5.5 of General Terms and
Conditions. Contract amendment requests received during or before
the bid period will be evaluated at the close of that bid
period. Requests received after the close of a bid period will be
evaluated with bids received during the subsequent bid period. For
additional information regarding amendment requests, please refer to Questar
Pipeline Company’s FERC gas Tariff, General Terms and Conditions, Section
10.3.
Firm Capacity: Parties interested in
bidding for Questar Pipeline Company firm capacity must submit their bids by noon Mountain
Standard Time on the date listed on the Summary of Long-Term Available
Capacity table above.
