ANNOUNCES OPEN SEASON
PROJECT OVERVIEW
Alliance Pipeline Inc. and Questar Overthrust Pipeline Company are jointly proposing a natural gas pipeline connecting the U.S. Rocky Mountain Region to the Ventura and Chicago market hubs. The pipeline is being developed in response to rapidly increasing supply from the U.S. Rockies region. Marketers, utilities, generators and industrial users will be able to secure least cost supply and diversify their supply from traditional basins.
The proposed Rockies Alliance Pipeline (or "RAP") project will enable producers, marketers and end-users to connect new gas supplies in the Greater Green River, Piceance and Powder River basins with one of the largest and fastest growing markets in North America. The RAP project will take advantage of existing infrastructure with both Overthrust and Alliance to provide seamless and competitive transportation to key market areas.
Upon in-service of the proposed project, RAP will initially provide 1.3 billion cubic feet per day (bcf/d) of transportation capacity which is expandable to 1.8 bcf/d. The pipeline is expected to be in service as early as the fourth quarter of 2011.

OPEN SEASON FOR EXPANSION TO WAMSUTTER, OPAL AND WHITE RIVER HUB Questar Overthrust Pipeline Company (Overthrust) will hold an open season to solicit binding support for an expansion of its system to meet the growing production volumes anticipated from the Green River, Uinta, and Piceance basins. The open season will begin at 8 a.m., MST, on Friday, Feb. 29, 2008 , and will close at 5:00 p.m., MDT, on Monday, June 16, 2008.
The planned expansion will enable shippers and producers to access long-haul pipelines – both in-service and proposed -- out of the Rocky Mountain region tied to Overthrust including:
El Paso Ruby Pipeline Project, Kern River Expansion Project, Spectra Energy‘s Bronco Pipeline Project, Northwest Pipeline/GTN’s Sunstone Project, Rockies Express Pipeline (REX), REX/NGPL pipeline to Chicago, and any other long-haul pipeline projects currently being marketed.

OPEN SEASON FOR THE PROPOSED BONANZA PIPELINE FROM QPC’S FIDLAR COMPRESSOR STATION TO THE WHITE RIVER HUB
The Proposed Bonanza Pipeline is targeted to serve the growing Rockies natural gas production in eastern and central Utah and western Colorado, including Unita, Piceance and Rio Blanco areas. This pipeline will provide capacity to the Enterprise and QPC White River Hub Project.Bidding starts 12:00 Noon (MCT) 9/13/2007 and ends 12:00 Noon (MCT) 11/12/2007.

QUESTAR PIPELINE AND ENTERPRISE ANNOUNCE PLANS TO CONSTRUCT NEW ROCKIES NATURAL GAS PIPELINE HUB
On August 1, 2008, White River Hub, LLC received an order from the Federal Energy Regulatory Commission, in Docket No. CP08-398-000, issuing Certificates to acquire, construct and operate natural gas pipeline facilities that will be known as the "White River Hub." The members of White River Hub, LLC are Questar White River Hub, LLC, a wholly owned subsidiary of Questar Pipeline Company and, Enterprise White River Hub, LLC, a wholly owned subsidiary of Enterprise Products Operating, LLC. The White River Hub will be located in Rio Blanco County, Colorado. The purpose and need of the White River Hub project is to aggregate natural gas produced in the Piceance Basin and other nearby production areas and to facilitate the delivery of the natural gas to existing interstate pipelines serving multiple downstream markets.
- White River Hub would be capable of transporting up to 2.5 Bcf per day
- White River Hub would involve construction of approximately 8.3 miles of new 30-inch diameter pipeline.
- White River Hub would be connected to:
- An existing natural gas processing plant, known as the Meeker plant, owned and operated by Enterprise Products Operating LLC (Enterprise), and;
- Six existing interstate natural gas pipelines:
- Questar Pipeline Company
- Rockies Express Pipeline LLC
- TransColorado Gas Transmission Company
- Colorado Interstate Gas Company
- Wyoming Interstate Company, Ltd.
- Northwest Pipeline GP (NWP)
Upon completion, the White River Hub would be able to provide firm and interruptible natural-gas transportation services. White River has an expected in-service date of November 1, 2008.
